The first thing is the rules. Not every plot is buildable, or buildable with the same freedom. Each municipality's Territorial Planning defines whether the land is urban, rural or protected, and what may be raised on it. Before buying, confirm with the municipality the plot's classification and the conditions for building.
The second is utilities. In rural areas of the Sabana the municipal water, piped natural gas or sewerage do not always reach. Check where the water would come from, how wastewater would be handled and what power and connectivity exist. These points define much of the cost and feasibility of building.
The third is the plot's legal security. Review the title certificate to confirm the owner and that there are no mortgages, liens or easements affecting use. Also verify that the recorded boundaries match the survey and the reality of the ground.
Finally, timelines and permits. Building requires a permit in line with the municipality's rules, and the processing and construction times must enter your planning. Building without a permit exposes you to penalties and complicates a future sale.
